Winston Wilcox
Winston Wilcox was the sniper who shot Mayor Lorenzo Romano on January 1, 1984, as Romano was being sworn into office. He is the only person ever named in the killing.

The Hunt
The police identified Wilcox quickly and hunted him down. Before they could arrest him, he disappeared. He was later found dead in a sewer.
Wilcox turned out to be just a hired hitman. With him dead, there was no one left to say who had hired him, and no evidence was ever found connecting anyone else to the killing. See Chapter 1: The Founding (1984).
