The Black Market
The black market is a van parked somewhere quiet, run by a man who doesn't like questions. It stays a while, then drives off to a new spot. What he sells is expensive and limited - only a few of each per person per visit.

Finding the van
When the van moves, a tip goes out on the dark web from bazaar - you need a Darkweb Tablet to read it. The tip points you to the area, not the exact spot. Press E on the man by the van to Browse the goods.
He hangs around back lots, alleys and under bridges. If you miss him, wait for the next tip - he's never in the same place twice in a row.
Reputation
The better your name as a maker (see Selling Drugs), the more of his shelf opens up. Locked items show what reputation they need.
