City Hall
The City Services desk is the reception desk in the lobby of City Hall in Pillbox Hill, Downtown (map blip City Hall). Walk up to the clerk and press E on Open City Hall. Elections, the council and the courthouse are in the same building - see City Government & Elections.

A licence card is only proof - losing the card does not lose the licence. Options you can't buy yet don't show.
Job Center
The Job Center lists the city's open civilian jobs - the ones anyone can take without being hired. Pick one and it becomes your active job straight away (you can hold more than one job; see careers). Police, EMS, fire and justice jobs, and player-run businesses, hire through their own bosses instead.
Staff can move or disable the desk and the clerk in F9 -> World Spawns.
