Chapter 2: The Years Without a Mayor (1984-2026)
With Mayor Romano dead, Night City was born without anyone to lead it. The years that followed were some of the hardest in the city's history, and in some ways they have never fully ended: Night City has still never elected a mayor of its own.

Anarchy
After Romano died, the city was left in anarchy. For a long while there was no mayor at all, and the government fell into a poor state for lack of leadership.
Left to Die
Los Santos refused to help the new city. Its leaders wanted to see Night City die out.
It didn't. Slowly, Night City started to expand.
Becoming Night City
The renaming started after the founding and went slowly. Changing the name of a city costs money, and Night City did not have much of it.
The visual changes came in 2015, when the Police, the Fire Department and the Medical Center began to wear the Night City name. The project as a whole was completed in 2026, when the change to Night City became official. Even now, it is still being worked on.
Why It Still Says "Los Santos"
The uniforms changed. The buildings did not.
Replacing every sign in the city that says Los Santos is estimated to cost billions, and the money has never been there. So City Hall, the police stations and the fire stations still carry the old name, and signs like Mission Row stay as they always were. In Night City, you can tell the change by the uniforms, not the walls.
The First Election
Night City has never held an election for mayor. The Moretti family is waiting to trigger the city's first election, the one that will set the tone of the city for years to come.
They hope that whoever wins is willing to play their game. See The Moretti Family.
